Berlin: Model projects in Friedrichshain-Kreuzberg and Neukรถlln

In the Berlin districts of Friedrichshain-Kreuzberg and Neukรถlln, specialist shops are to sell cannabis legally from summer 2025. This model project is being scientifically supported by Humboldt University. Adult residents of these districts can register and take part in the study, whereby they are allowed to purchase a maximum of 50 grams of cannabis per month. The aim is to improve the quality of the cannabis consumed and reduce the illegal market.

Frankfurt am Main: Planned model project

Frankfurt is also planning a model project for the legal sale of cannabis. The city has submitted an application to the Federal Institute for Drugs and Medical Devices (BfArM) to be allowed to sell cannabis under scientific supervision. The aim is to combat the black market and strengthen youth protection.

Hanover: Controlled delivery in preparation

Hanover is preparing a model project for the controlled distribution of cannabis. The city plans to sell cannabis in licensed shops under scientific supervision in order to curb illegal trade and improve health protection.

Goals and Challenges of the Model Projects

The main goals of these model projects are to reduce the illegal cannabis market, protect the health of consumers through controlled quality and to obtain scientific data on the effects of legal distribution. Challenges include bureaucratic implementation, ensuring the protection of minors and acceptance among the population.
